A great opportunity for a top level engineer. You can work with some of the most talented civil engineers in the area! The Division Director - Engineering Department of Public Services is responsible for planning, prioritizing and executing Wayne County Road and Bridge capital improvement projects to provide safe and efficient travel on the roadways, permitting of private construction on County roads, right-of-ways and drain easements, representing Wayne County on transportation related issues in meetings with other governmental agencies and the public. Responsibilities will include:

  • Ensure the provision of planning, design and construction oversight services to Wayne County citizens and contractors so they build safe roads
  • Chair the Wayne County Federal Aid Committee, develop & manage annual Federal Aid Road project programs in Wayne County
  • Participate in the development of the Regional Transportation Plan, Transportation Improvement Program, Congestion Management Process, & other related duties thru Southeast Michigan Counsel of Governments (SEMCOG)
  • As County Highway Engineer, annually certify county-jurist primary & local road millage, assist in required Act 51 reporting to MDOT to ensure proper MTF funds continue to come to Wayne County
  • Set Division objectives & monitor ongoing progress & performance while ensuring strong communication between teams & peers to facilitate the exchange of information in order to implement change & improvement
  • Assist with preparing the annual Engineering Budget & forecasting all Capital Expenditures proposals while ensuring safety & legal compliance
  • Developing Scopes of Services where needed for Engineering Consultant Assistance. Work with Wayne County purchasing, contracts and Corporation Counsel for the selection of consultants
  • Work closely with Wayne county's Bridge safety Inspection unit to ensure any identified bridge deficiencies that can't be address by Wayne County maintenance forces are mitigated by Wayne County's Capital Improvement Projects or Federal Aid Program
  • Attend Wayne County Commission & Community meetings to provide requested information
  • Draft/edit language & terms for Inter-governmental & Inter-agency agreements
  • Provide information to issues raised by constituents
  • Responsible for managing entire Engineering Division/Units, including issuing disciplines, attending grievances, responding to employee complaints & performing internal investigations
  • Other related duties as assigned



At the time of application, eligible persons must have:


  • Bachelor's Degree in Civil Engineering from an accredited College or University (Master's preferred)
  • Professional Engineering License (PE) issued by the State of Michigan (preferred)


  • Minimum of 8-years of work experience in charge of engineering/public works
  • Familiar with Labor Relations issues
  • Budget oversight experience
