Reporting to the Director of Personnel/Human Resources, the Human Resources Business Partner provides a full array of human resources generalist services to the Department of Health, Veterans and Community Wellness (HVCW). As a Human Resources Business Partner, and with the support of the Central P/HR Department's resources, this position provides expertise in the areas of talent acquisition; HR transaction processing; records management; employee and labor relations; training; etc. Responsibilities include recruiting for open positions; participating in job fairs; participating in selection interviews; checking references; interpreting Collective Bargaining Agreement (CBA) provisions. Initiates various employee transactions including employee transfer requests; requisitions; separations; leaves of absence and serves as FMLA Coordinator for the HVCW Department. As a liaison between P/HR and HVCW, the Human Resources Business Partner maintains an effective level of business literacy about HVCW's operating model, finances, short and long-term business plans and objectives and organizational culture. The role assesses and anticipates HR-related needs to provide value-added HR services and ensures compliance with Federal and State regulations; the Wayne County Charter; Civil Service rules, Collective Bargaining Agreements and employee contracts.

The Salary for this position will be commensurate with qualifications.

 

Candidates must meet the following minimum qualifications:

  • Bachelor Degree is required, with a strong preference for major in Human Resources.
  • At least 5-years of professional Human Resources experience, including talent acquisition and employee relations.
  • Working knowledge of multiple HR disciplines, including compensation practices; benefits administration; employee and labor/union relations; organizational diagnosis, diversity, performance management, compliance and related employment laws.

The ideal candidate will possess the following:

  • Public Sector experience preferred.
  • Union environment experience strongly preferred.
  • Human Resources certification preferred.

 

Operational Tasks will include:

  • Oversees HVCW talent acquisition.
  • Processes employee paperwork.
  • Maintains database of open positions.
  • Represents HVCW in meetings.
  • Liaisons with departmental staff regarding personnel matters and provides HR guidance as appropriate.
  • Liaisons with Executive staff relating to the HVCW department's operations.
  • Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Conducts exit interviews and suggests areas for improvement.
  • Reviews employee retention data.
  • Provides HR policy and CBA guidance and interpretation.
  • Works with department regarding restructuring and/or operational integration.
