At the time of application and appointment, applicants must have:

  • A Bachelor's Degree from a recognized college or university in Civil Engineering; AND
  • A valid Driver's License and an acceptable safe driving record (less than 9 points). (INDICATE MICHIGAN DRIVER'S LICENSE NUMBER ON FRONT OF APPLICATION.)

NOTE: Students in their last semester will be admitted to the examination, but will not be certified to a position until their degree has been conferred.

NOTE: Applicants who have taken and passed Part 1 (F.E.) toward the Professional Engineer License is preferred.


The Engineer 1 may be assigned to one of the multiple offices within the Engineering Division of the Department of Public Services and performs engineering duties in planning, designing, testing and overseeing construction such as roads, bridges, pump houses and storm water systems. The Engineer 1, under the general direction of a higher level Engineer or higher technician, will perform various complex assignments related to the design, plan review, construction inspection, testing and permits of the Engineering Division projects and activities.

The Engineer 1 will be assigned to Wayne County's Engineering-In-Training (E.I.T) program for 2 years and work for a minimum of 6 months of training in 4 of the following sections: Planning, Design, Traffic and Safety, Testing, Permits, Surveys. Working in two (2) sections: Design and Surveys, will be required; the other 2 six-month intervals of training will be in the sections selected by the Engineer 1.


A Written test (20%) will be administered covering knowledge of civil engineering practices, principles and related knowledge. Personal Qualifications Interview will be rated at (75%). Experience & Training will be rated at 5% (Credit will be awarded to applicants who submit proof of passing Part 1 (F.E.) prior to the written exam.)

Pay Rate and Fringe Benefits: Appointments will usually be made at the minimum rate with annual increases where applicable. Payment is on a bi-weekly basis. Employees receive liberal fringe benefits, which include vacation pay, sick leave pay, health care insurance, optical, dental, long term disability, life insurance and a retirement plan.

How to Apply: Applicants must complete application form (P/HR-210), which may be obtained at the office of the Department of Personnel/Human Resources. The application will be used for determining eligibility for admission to the examination and as a basis for rating experience and training.

Investigation and Probationary Period: An investigation of character and past employment will be conducted. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent, in accordance with the provisions of the collective bargaining agreements.

Veteran's Preference: Honorably discharged war veterans who receive passing grades on examinations will have ten (10) points added to their final earned examination scores and those who have a service connected disability will have five (5) points added to their score, for a possible total of fifteen (15) additional points. Requests for and proof of eligibility must be submitted at the time of the examination.

Appeal of Rejection: Persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision. An appeal must be filed within twenty (20) days following the mailing of the rejection stating the basis on which the application should be accepted.

Review of Examination: A request to review an examination must be made in writing within twenty (20) days after the notice of result of the examination is mailed. An appeal concerning the rating received must be made in writing within twenty (20) days after the review. An appeal must state the basis on which it is claimed that the rating is improper.

Retake Policy for this Examination: Applicants who fail any portion of this examination must wait 30 days before reapplying.
